sqlcmd caches the procedure info and so is potentially incorrect across a catalog update

      Description

      To reproduce:

      Create two catalog with different stored procedures. Start the server with one catalog. run bin/sqlcmd and list procedures. Then use sqlcmd (or method of your choice) to update the catalog to the second catalog. run bin/sqlcmd and list procedures. The list will be the original list, not the new list, but you can attempt to call procedures that no longer should exist and they will fail correctly.

      The list of procedures in the sqlcmd tool is just a map which gets populated when the tool first runs instead of either (a) re-querying the database every time it runs or (b) updating on a catalog update.
