MPI should truncate SPI's repair log even if all MPs roll back

      Description

      The MPI does not advance the truncation point if the MP transaction rolls back. It only advances it to the third to last committed MP transaction. This means that if a whole bunch of MPs rollback, the SPIs will end up having a lot of FragmentTaskMessages in their repair logs. GC may start taking a long time and all of these messages will be promoted to the old gen.

      The MPI should still advance the truncation point even if the transactions rollback.

      Look at ENG-4211 for why we did this.
